These are my Bios Settings

Gigabyte BIOS F11

Vcore = 1.320 (My BIOS does not let me manually set the Vcore, it seems that as I raise the multiplier the CPU voltage increases accordingly. Under default settings I noticed the Vcore to be at 1.296V, so I tried to lower the 1.320V, closer to 1.296V via the DVID, hence the -0.030V. This seemed to lower the temps a bit, as before some of my highs were 78-79c.

MIT Settings
CPU Clock - 45
PLL - Auto
Real-time ratio in OS - Disabled
C1E - Auto
C3/C6 - Auto
EIST - Auto

Memory Settings
DRAM Timing - Quick
Channel Timming - set to 9, 9, 9, 24

Voltage Settings
LLC - Standard (Follow Intel Specs)
DVID - (-.030V)

I included the settings that I've seen are most utilized to OC, but if I do not have in here it is set at default.

Under these settings my idle CPU voltage is around .8V (1600Mhz) with core temps around 31-32c. Prim95 8 hour test no errors with core temps (68c, 70c, 75c, 69c). I ran IBT Standard for 10 cycles and my temps were (69c, 75c, 78c, 74c), it said it was stable. When I ran IBT for 3 cycles at Maximum temps (72c, 79c, 83c, 77c) and it said it was unstable.

What options do I have to pass IBT set to Max?

Thank you.

Sounds like unstable RAM. Verify that they are at the manufacturer specs. You may need to increase DRAM voltage a little.

I'm staring, right now, at an overclocked 2500K coupled with a Hyper 212 - and it's idling in the 20s, peaking in the low 40s w/Burntest..
Are you certain the Hyper is seated correctly? What sort of OC did you implement?

Assuming the temps check out (!) I'd agree with Wolfram; try clocking the RAM down (or trying new RAM entirely).

Without overclocking my high core temp is 62c on IBT Max for 3 cycles... is this too high, should I be gettting lower? Should I reapply the thermal paste?

The RAM I got is supposed to be one of the better ram... by down clocking you mean lowering the 1600mhz to 1333mhz or lower? The RAM says its CL9-9-9-24 1.5V... which is what I used in my settings.

I never said downclock. I said increase the voltage. 1.55V perhaps.

As for your temps, they seem pretty normal for on air cooling. 1.32V is getting fairly high, I would have been around the same temps with my Zalman CNPS10X Extreme. Now I'm on water, and barely get into the 60s :D

So I upped my RAM voltage to 1.56V and now I passed the test. Thanks!

So with those temps do you think it stable enough for 24/7?

Thanks again.

Well, your voltage looks ok, so I wouldn't be too worried. But if your CPU hits high 70s when gaming, I might suggest dropping the OC a little or getting a better cooler.

Basically, keep an eye on it.
