AMD

MSI H67MA-E35..this mobo supports only upto 1333mhz can i use a 1600mhz at full speed 8gb ram by overclocking on h67 chipset..

i think yes,
set this ram to 1333 and then increase your base clock to make it to 1600

im going to buy the cpu only at april ..will ivy bridge supports 1600mhz on all mobo's chipset

if you are going to buy the board too then z68 chipset is better or newer z77

ivy bridge support 1866mhz ram too

im not going to z77 or z68 mobo because tight on budget.. i can only buy a h67 or h77 mobo with that mobo can i use 1600mhz ram without overclocking

if board does support 1600mhz natively, then their is no need to overclock
(that msi board does not support 1600 natively)

otherwise you can try to use xmp

else overclocking is the only way

H67 cannot overclock ram or cpu, the ram will be at max 1333, bclk will not affect ram speed as it is separate for SB.

so if i have to use 1600mhz ram ..i have to go to p67 or z68 chipset right or is there any h67 mobo that supports 1600mhz ram..

No h67 will run at 1600 with SB because h67 doesn't support overclocking and 1600 is an overclocked speed for SB. 1600 ram will still work but it will downclock to 1333.

you can try it in other way
set speed at 1333 and use tight timing it will improve responsiveness of your ram, and every board supports this (can use cputweaker)

(personally i don't like msi , because they provide very less cpu support for same design compare to others)
