I have Cool&Quiet disabled. 4th Core unlocked

I have it overclocked at 3.0Ghz. It was running fine with 3.0ghz awhile ago but after reopening CPU-Z it shows my speed at 2109.6MHz with a 10.5 multiplier. The voltage also dropped to 1.216V (The stock speed is 2.8Ghz with 14multiplier and 1.325V)

Everything seems to be stable with Skyrim, movies, music, browsers all running just fine.

I remembered when I did actually have CoolQuiet on it drops to 800Mhz not 2.1Ghz. So not sure what is wrong here.

Ok looks like the cause for the sudden drop in core/multiplier/voltage was when I open up EasyTune6 by gigabyte and then closing it but not saving anything. Not sure why it does this but seems like theres something changing the speeds when I close ET6.

the core speed goes back to normal after I restart so I dunno whats the problem

It mainly drops from 3.0 to 2.1 when im not paying attention and that is definitely not cool&quiet speeds cuz it never goes back up until I restart

Is there a setting on ET6 that says 'enable on boot' or similar?
if not, maybe you have to set it everytime you boot up to the settings you want
I would have though that there is that option though
