Is it possible to downclock a high speed RAM to work in a lower speed laptop socket? Is the lower cas latency resulting from such downclocking worth the money?

im sorry im an amateur so please explain memory ratio to me. ratio of speed to cas latency?

Ram will clock to what the mobo/cpu is rated for at stock. Lower speeds usually have lower cl but it doesn't make much difference.
