when overclocking a system (mainly cpu) then which should be prefered cpu multipliyer or fsb to get the same clock (assume that other components can withstand all changes)

Unless you have an unlocked CPU, the FSB increase would be the only option you have. If you have an unlocked CPU, the multiplier is the way to go, as it affects the least systems on the board. A good overclocker though uses the multiplier, FSB speed, FSB:RAM ratio and PCI Frequency to achieve the highest and most stable OC possible. Oh yes, and the correct voltages across the board, obviously.

i agree with you.
My cpu is non-be so i cannot increase multiplier, however i can decrease it to 1.
On my pc i can achieve 3.125ghz by two ways,
1. 232(fsb)x13.5
2. 250x12.5
both are equaly stable, so which should i prefer

Shot awser; FSB.

it also over clocks your RAM, so you can enjoy that extra .2 FPS in game.

I would choose the higher multiplier (232x13.5). Lower FSB speed means you can push the CPU speed higher without stressing the RAM, seeing as how RAM doesn't handle overclocking very well. Cooling and voltages and so on. It also doesn't benefit anything worthy from the OC. Should you wish to push the FSB speed even higher, you can drop the FSB:RAM ratio a step or two lower in order to only OC the CPU speed, which can easily result in a nice OC. Just remember to look at better cooling then, if you haven't already.
