Hello, I completed a uninstall using Iobit uninstaller. When I rebooted it just hangs at the blue windows XP screen. The same thing happens if I try to reboot in safe mode or any of the start up options. Any clue?

Have your Windows CD ?
F2 on startup to get into setup and make CD 1st boot device and
allow boot from CD to repair-install the OS.
