when i start up my laptop it comes up to a blue screen to push f8 but that will not boot it up. please help me to get this computer to run again

Try F8 and the Last Known Good Configuration option.
If that doesn't work either, you will have to download an Antivirus Rescue Disk ISO, or repair-reinstall the System if the scan doesn't solve the problem. There is also the possibility it may have a hardware issue, or may be overheating, so check the message at the blue screen and make a note with the error numbers... pause the blue screen with the Pause/Break key if you have to. Also check the RAM modules are well seated in the sockets and check the cooler fan is working.
