No restore point in Accessories, system tools

Hello,
I'm not sure why but I don't have an option of restore point when I go to All programs, accessories and system tools.
How do I restore my restore point option?

It is shown as System Restore. Do you see that in the drop-down?

Hi Tree,
The only thing that is in my accessories/systemtools/ Internet explorer (no add ons)
I tried to copy the file name and building a short cut and I got it to get me to the restore screen and I picked a date for restore. I clicked on the date and clicked next and that went thru ok. Then to finalize the restore point I clicked on next but nothing seemed to have happened? How long should I wait before I expect some response from that last Next click?
I hope this makes sense.

I still don't have a restore point in my Accessories program but I was helped with the separate application and the shortcut I put on my desktop will allow me to set a restore point.
