When you plug in the device (USB connection as well as the power connection to the wall), does it show up in disk management?

- Start -> right-click "Computer", select "Manage"
- Click "Disk Management" in the left pane.
- Scroll down to the BOTTOM of the MIDDLE pane

If the device is listed there but it doesn't have a drive letter ("D:", for example), then it means you need to right-click the drive to partition and format it.

No you don't. The most likely reasons for not seeing a USB drive are:
1.) Not enough power. It looks like yours takes an extra power cord from the wall.
2.) No partition on the drive
3.) No drive in the enclosure. The NexStar 3 is a drive housing, not a drive.
