Can anyone please tell me: if I buy a machine that has Vista preinstalled can I then partition the hard drive and install XP on the second partition?

The far easier option is to get a second HD and then install on that. Don't forget that with either route you will need either a new OEM copy of XP or an existing full retail version. You can not install your old OEM copy that came with your old PC.
