New EX38-DS4 build won't POST

This is my first build:

Mobo: Gigabyte EX38-DS4
CPU: Intel E600
PSU: Nexus NX-8060
RAM: Corsair Twin2X2048-6400C4 G
Case: Antec P182
Graphics: Geforce 8800GT
CPU Fan: Noctua NH-U12P

Assuming that I chose everything that was compatible, I've got it all assembled and I can't get it to boot.

Apparently the Antec doesn't have a speaker so I don't get a series of beeps to indicate what's happening. The LED array is all lit up and seems to indicate maximum CPU loading. (I'm not sure what that means.)

The power supply has two connectors in one sheath for the MOBO power: a larger one and a smaller one and they both fit in the MOBO connector.

The graphics card fan spins but the CPU fan isn't spinning. (I used the smart fan adapter.)

Am I doing something wrong? Is there a way to tell if the MOBO is bad? (How likely is that?)

Right. The large one and the small one fit in the MOBO power connector side-by-side.

cmichael258's question meant "Are both the 4-pin (or 8pin) CPU connector near the back of the motherboard as well as the 20/24 pin power cable connected?"

I didn't have a power connector for the back of the MOBO.

The Nexus PSU has two connectors in one sheath. A larger one and a smaller one that fit into the connector in one place on the MOBO. I know the smaller one is a 4 pin. I'm not sure if the other one is 10 or 12 pins.

[:wr2:4] Yes you do have a power connector for the back of the MOBO.

The black cap comes off if you are using an 8 pin power connector - stays on if you have a 4 pin power connector.

I'll have to look for the 4+4-pin connector. Do I have to connect it along with my other 20+4 pin power connector?

The light array for the CPU loading is all lit up. Can you tell me what that means?

Wow! That was it! I plugged in the 4+4-pin connector and it POSTed! (I did it outside of the case using the screw driver to jump the power header pins.)

The manual was kind of vague about whether or not to connect the two power connectors at the same time. I had thought that if you did the one, you didn't do the other.

Thanks so much! (That's a relief. It was over 30 days since I bought the MOBO and the policy was "no refunds over 30 days."
