I'm sorry, but can you please elaborate on what kind of work, or programs you would be using for your computer?

well after effects is graphically intense (kinda) well more than others. So did u get CS4? cause if u did then u should prolly get a different graphics card. As for everything else, I have no idea what else ur gonna be using this for. if thats IT then yea just get a lowww core 2 duo or a pentium dual core, maybe a 8500 gt, and maybe like 2 Gigs of RAM

Actually I would beg to differ. If the OP does indeed use Adobe After Effect CS4, then a strong CPU is required to do all the calculations. Given that Nvidia has teamed up with Adobe to work on GPU acceleration, I believe it will support CUDA.

So, IF you use AE CS4, then I would recommend the following:

Intel Core 2 Quad Q6600 - 185 USD
Crucial Ballistix DDR2-800 - 62USD after 40 dollar MIR
ASUS P5Q motherboard - 120USD
Nvidia 9600GT - 100USD
WD 640GB Hard Drive x2 - 85USD x 2 = 190 USD
Lite-on 20X DVD burner - 23 USD
Cosair 750W PSU - 110 USD after 20 dollar MIR
Antec P182 case - 130USD

sub-total: 920USD

Now if you have more budget, you should look into upgrading the graphics card. It should net you a lot of extra performance for encoding.

If you can also wait a little bit, with ample funding, I would also recommend waiting two months for Intel's next generation CPU. It will help you a lot in terms of video encoding. :)
