Can anyone give me suggestions on a small PC case for a budget build?

I heard that INWIN makes good stuff but I want opinions from other people.

If you know a good budget build non-gaming PC case please post a link to it.

I am interested. With or with out a Power Supply. Does not matter.

If you're purely looking for low cost, and don't really need the small size, consider using a normal midtower. Mini cases are actually more expensive overall than mid towers. One is mainstream, the other is not.
