So no matter what I set the BCLK to in the BIOS, even just upping it from 133 to 140... it's always back to 133 whenever I load up CPU-Z. Any thoughts?

Try resetting the CMOS? Also, have you tried restarting the computer immediately after setting the BCLK to 140? Does it still go down to 133?

Make sure speedstep is disabled in the BIOS. It throttles back frequency and voltage to reduce heat and power usage.

speed step has nothing to do with the BCLK timings it only controls the multiplier!
