GPU is giving me two different temps for PCB. One is 190C and the other is 39.5C. Is this normal? 190 is extremely hot, I'm hoping this is some bug or something in the app.

After doing some google-ing, I found someone else that reported a similar problem. Must be GPU-Z software related. Every other temp is coming up fine, just one of the PCB temps is ridiculously high.
