Get a little bit of air over the heatsink and it should run alot cooler. The problem with those tiny passive heatsinks is that while they provide sufficient surface area to draw heat from the chip, the air around them isn't moving enough to remove the heat from the area around the heatsink, so your heatsink ends up trapping heat. ---------------
