switches on wont start up and has a double beep noise

Try removing all the sticks of RAM but one. If the results are the same replace the first stick with one removed and restart.

What youre hearing with those beeps is POST code (Powered On Self Test) This usually lets you know the nature of the hardware failure. Look up what the codes mean for your particular machine.
