Well I tried searching for similar topics, but to no success. I upgraded recently and here is what I have:
mobo: Gigabyte P35-DS3L with updated BIOS from 3/27/2008
cpu: Intel E2180
memory: 2 2 gig 800mhz OCZ DDR2
GPU: 8800GTS

I put everything together and ran it on stock settings for a couple weeks and then OC'd it to 3.0GHZ with these settings on the stock BIOS:
x10 multiplier
FSB 300
memory set to 900mhz (I think 3.00 setting in BIOS)
mem voltage +.2
cpu voltage: 1.425(stock is 1.325 i believe)
EIST and CP1 disabled after they were annoying me in CPU-z

It worked fine OC'd for a while. I ran prime95 for about 12 hours without problems. CPU-z showed 3000MHZ and memory at 450MHZ.

Recently I noticed that CPU-Z shows my stock settings of 2000MHZ core speed at x10 multiplier and a bus seed of 200.0 and FSB at 800MHZ. I reset CMOS and reset my OC settings to no avail. I then updated to my current BIOS version and re OC'd it and CPU-Z still shows no OC, but shows my memory at 250MHZ and 4:5. It seems that the FSB isn't going to 300 like I am entering it in BIOS, but the memory setting is. Is there a reason why this is happening and why I cannot fix it? The x10 multiplier does not change to x6 like it does with power saving settings. I have those disabled and can run stress programs and it stays at these settings in CPU-Z. Any help would be appreciated.

that means your OC isnt stable enough during reboot the BIOS reset itself. but reset doesnt reset all the setting so maybe you have changed the voltage and it stays there.

So what steps should I take to fix this? I tried lowering the FSB and it still just shows 2000MHZ.

did you update your BIOS?

Yes. I updated it to the latest version from Gigabyte's website which was released 3/27/2008.

maybe your mobo's cell is dead
just guess this

if problem exist then RMA would be the better way to go. unless you only wanted a mild OC.

Check your RAM timings.

On that board if your overclock isn't stable the mobo shuts down twice in a row after you save your settings and shuts your computer off completely, at least thats what it does for me
