my question is do you think with this system i can get the 9540 to 3.2 GHz

The link for the CPU cooler isn't working, but you could probably do better than a Masscool >>

If I remember right, the Q9540 has a 8x multiplier, so 3.2 would be 400mhz FSB. I'd be willing to bet you could go a little higher with it on the p5e.

Just remember to get a quality PSU. Quality > Wattage.
