I have dsl downstairs, and i have a modem connected to the phone line. can i access the dsl upstairs somehow using the phone outlet upstairs?

No, you can only have 1 DSL modem per phoneline. Get a wireless router.

The reason is that multiple DSL modems on the same line typically interfere with each other.  One of the easiest ways, as Grumpy indicated, would be to purchase a wireless router, or if the other system does not have wireless capability, then you might still be able to run cable from upstairs to downstairs.
