I went into the BIOS and changed the CPU ratio from 9 to 8, but it didn't do anything. My CPU still ran at the same speeds both in the BIOS and in Windows. What am I missing? Thanks.

Thanks for replying. I've figured out how to change the multiplier, but it's created nothing but a headache. I have another thread that explains everything I'm experiencing:
