May someone give me a freeware/software name for Windows which allows taking
webcam snapshots(save in file on HD) from the command line ?

The below page has info on setting up a webcm that can have shots
saved using batchfiles.

You can download CommandCam (my command line webcam image grabber for Windows) from my blog here:

http://batchloaf.wordpress.com/2011/11/15/commandcam-a-directshow-command-line-cam-image-grabber/

It's based on DirectShow and should work with most webcams.
