New 755-A2 mobo does nothing but beep?

Just bought a new ECS 755-A2 motherboard. Installed it in a new Antek
case with a 300w power supply. Put in a new AMD Sempron 3100+ CPU and
1GB Kingston DDR PC3200 (2 512 Gb sticks). Plugged in a new Diamond
Stealth S85 graphics card (8X AGP - 3.0). When I Power-on the PC, the
fans all start turning, but the mobo does nothing except emit a harsh
beeping noise about once every 5 seconds. It's not even starting the
POST. There's nothing on the monitor, either -- just a black screen.
So I unplugged the HD and DVD ROM, then powered-on again ... same
results. I pulled out the video card and tried and old PCI card ...
same results. I tried a different power supply ... that I know works
.... same results. It's looking to me like the mobo is bad

Questions:
1. Anyone ever heard those beeps I'm describing? Know what they
mean? Know of an ECS reference that would describe this basic level
of problem?

2. If the CPU was bad, would the thing still begin the POST (i.e.,
could the CPU be the cause of this problem)?

3. Any other thoughts for troubleshooting I can try? I did try
clearning CMOS via the jumpter ... just grasping at straws, now.

If it's a low tone beep, it has always meant one of two things for me.
One, bad memory. Two bad video card. However, in your case, you may need
a BIOS update for the Sempron cpu.

CPU was OK on another MoBo. RAM was ok on another Mobo. I returned
the mobo and got a new one (different brand) ... no more problems. I
assume the mobo was bad.

The response I received from ECS -- FOUR DAYS after I submitted my
question -- was a "generic reply" suggesting I try all the things I
had already tried before emailing them. They did not answer the
specific question I asked them, "what do the beeps mean?" -- so I
don't think they even read the email.

I also don't think I'll be buying any more ECS products -- between the
bad mobo (which I can understand) and the bad customer service (which
I will not tolerate), why spend my hard-earned money with someone who
evidently does not appreciate it.

Have you done any bench marks?
Is Sata faster than Pata?
What sacrifice is made with sempron vs amd 64?
How long does it take from power off to windows finishes loading?
