I have a 661FX-M with a 3.2G Prescott. The system is only runnig at
2.8G (14x200Mhz). I have treid the latest BIOS for the board and still
have the same problem. ECS's website states that this combination is
supported. Any idea what the problem could be?

There is a processor recognition bug, in all manufacturer's BIOSes.
You have to wait for a fix. This has been fixed already by other
manufacturers.

It has something to do with the fact that Prescotts come in two
power levels. To be properly set up, a high power Prescott has to
be told the power it needs is available, otherwise it falls back
to the minimum multiplier of 14 (i.e. 200MHz x 14). I tried to
verify this via Intel documentation but cannot find any details.
