If this is the flashing cursor before windows loads then you may have a corrupted boot sector or worse a bad hdd. If its at windows when the mouse cursor comes up then some program or hardware driver is pausing the system.

If the hdd then you can try a general boot cd like Hiren's boot cd 10.1 which has lots of test software you can run direct from the cd and will help you to diagnose / repair problems. Be careful tho as its a powerfull set of tools that can at worst wipe all data if you mess with the wrong thing. Also there is a bootable minixp setup that at the worst case should let you see your hdd under explorer if all else fails so you can perhaps save files to a usb stick etc.

If its just windows then you can try booting to safe mode by holding F8 down after the toshiba logo (I assume yours does that if not the bios / initial laptop screen dissapears) and you should get a text menu that you can scroll up to SAFE MODE and try loading that.

If that works then you can maybe uninstall whatever you put in last (assuming you can) and then restart to see if it helped - if not then go back into safe mode and look for other things that could be a problem in the HARDWARE MANAGER or MSCONFIG.

Of course if its the hdd then you will need professional help but also if its windows then we can help here if we can...
