i had exactly the same issue on gta 4 its a bug that i could only get around by using a 360 controller... you can batter space as much as you want and you will still fall. but with the controller you just have to hit the button 1s(although if i remember correctly i battered the crap out of it as well, just to be sure 
) and you continue the mission.
