EU approves digital copyright rules
A directive approved by The European Union's (EU) Council of Ministers seeks to balance the rights of consumers and copyright holders. The new rules are meant to slow illegal copying of copyrighted materials on the Internet through digital rights management and encryption. The EU directive also, however, allows private copying of such material for "personal use."
