DOJ's Carnivore review doubted

The US Department of Justice was unable to convince a major university to review the FBI's controversial Carnivore Net surveillance system because guidelines prevented comment on any aspect of the program but narrowly defined questions. The DOJ then tapped the relatively unknown IIT Research Institute to perform the survey. Documents about the group posted on the DOJ Webstie were quickly hacked to reveal the group's extensive government connections and contracts, but the institute went on to give the program a mixed, but generally favorable review. Not all observors, however, trust their analysis and some have even called the review a whitewash.
