When Onel de Guzman, by his own admission, "accidentally" released the most damaging virus (actually a worm) in history onto the Internet, there were no laws against such activity in the Republic of the Philippines. Though damages caused by the program are estimated to be in the $billions, the drop-out from Manila will go free because Philippine law, influenced by years of U.S. presence, forbids retroactive application of the now existing anti-virus measure signed into effect this June by President Joseph Estrada. Some are condeming the Philippine authorities and calling for international Internet law and legal powers.
