fps drops bottleneck?

Intel i5-4460 and Asus Strix RX 480 8gb.
8gb ram
SSD samsung evo 850
2xHDD 1TB
PSU - KOLINK 600w (80 + bronze) (if it could be issue)
MOBA asus H81M-A

So I had Gigabyte 960 GTX Windforce 2gb and never had any problems with fps in games. Like overwatch played all low settings was getting 160 stable fps (I use 144 hz monitor). Got 480 rx, constant drops from 200 fps to 70 in all games which feels like stuttering. RX temp while gaming never goes above 60 degrees. CPU 60-80 degrees , depends on a game and settings. Nothing helps feel so desperate, don't even want to play any games anymore like this. Can my CPU bottleneck? In overwatch CPU load is usually 90-100% , but the same was with 960 gtx. Tried so many fixes, nothing helps. Sorry for bad english

  1. Google DDU. Use it to completely remove gpu driver and then install the latest AMD driver. Are you sure 80c is the maximum temperature your cpu hits?

Using DDU. yes im sure, tested many times thats why im desperate. Only time when i played star wars battlefront 2 (was beta), on ultra cpu was 88 degrees. but fps was stable 60.
  3. the thing is that most of the shooters i play, I play them competetive. graphics doesnt matter as long as i get 144 fps for my monitor

Yes, thoose shooters are CPU intensive. If you had an overclock enabled processor, that could help.

But makes no sense. I play fortnite aswell. i get decent 140-200 fps, no drops whatsoever, but games like ranbowsix siege , overwatch sometimes feels unplayable with drops from 160 to 80. Super confused here
