Gpu Voltage doesn't seem to work on this Gtx 1060

So I've been overclocking cards for a while now and never have I managed to break a card, and to be honest I'm not even sure if I'm the one who broke it...

It's just that usually you can do the leapfrog trick where you up the core clock and then the voltage when you find artifacts etc. and it all worked the same.
I'm sure that this Gtx 1060 6gb hasn't been tampered with and I've already managed to get it to these stats:

Stock voltage
116% Power
+180 Core Clock
+680 Memory Clock
I think I'd be able to push it further but the core voltage on this thing just doesn't seem to change anything, I'm using the latest version of MSI afterburner. (390.77)

Does anyone know what could be the cause of this ?
