  1. I know some DT or smaller form factors, like SFF, sometimes only put out 25-35W on the motherboard pci-ex x16 slot. That's a problem because the standard is 75W, so most cards count on your motherboard being able to supply at least that amount. The RX 550 will probably be in the 50W range. The Nvidia GT 1030 is about equivalent in performance but is more of a 30W card. So the most likely to work would be the 1030 not the 550, but it's going to be close. The power supply itself is more than enough for either of these cards.

Well, i was reading this in other problem like this "PCI-E is an industry standard. It will supply 75W through the PCI-E port to a graphics card. The 25W limit is for any other type of expansion card."

There are a few issues you need to be aware of.
1- There is a known issue with later than HD7xxx (R9-2xx) GPUs. They can't display the dell BIOS screen, so Nvidia is the safe bet.R9-285=R9-380 and won't work either.
2- Some Dells do have a 35W, or even 25W CPU slot limit. Some people have ignored this and been OK. Usually SFF models.
3- It's a Desktop so low profile GPUs are needed unless you can add the dell full height GPU riser kit.

4- It's a BTX. The GPU goes away from the next expansion slot, so a 2 slot wide GPU will require some modding. Also length can be an issue but newer cards have gotten smaller. In a DT this may mean cutting the case to create a 2nd slot exhaust, and trimming the GPU bracket tabs. Or getting an older LP card that lets you leave off the cabled VGA connector. Generally w/o the riser GT1030, or GTX750Ti will be the limit w/o mods.
5- PSU options are limited but the old Opti745, Dimension 9200c, and XPS210 has 275W PSUs. A GTX 1050 would be the best for this if you're willing to make it fit.
6 Q9650 is best CPU, but Q9550 is very popular also.
