Cheap PC build for Grandma

My grandmother uses her computer solely for the purpose of watching her shows online. Sadly, her computer is so outdated that they fail to remder her videos properly, resulting in stutters throughout the show. Whats the cheapest build I can make for her? Maximum budget is $200 after shipping and handling.
