Very Slow Computer!

Hi everyone about a month ago i bought a new PC and it is operating very slowly the moment i turned it on!

My Computer:
-Intel core i7 7700k (fan cooling thermaltake contac silent 12)
-Zotac AMP edition 1080 ti 11GB
-Asus Strix z270g Gaming MB
-Team Vulcan Ram 16GB DDR4 elite
-Thermaltake PSU 730 wat
-Kingstone SSD 480gb (bootable HDD)
-Seagate archive 8tb
-Case Cougar Panzer Max
-Win10 pro
-1500W UPS
-Samsung TV 50'' 4kUHD HDR

Expectations:
In gaming department the computer is a beast i'm getting 60+ fps ultra settings on 4k! and works great with my oculus rift, this makes me believe that my cpu and vga are working properly and on full load the pc didn't shutdown which indicates a good power supply.
the windows boot in like 5 seconds on my kingstone ssd with healthy result on my HDD checkup that also goes for my seagate 8tb

Issues:
My first major problem is the copy transfer rate, it is fluctuating insanely every 5sec it goes up to max rate the falls down to 10KB/s the graph shows a sinusoidal wave shape!
i've tried everything, copying from my SSD to my HDD and the opposite also from external HDD i've tried copying small files simultaneously and sometimes big files. the fluctuating happens after about 2gb been transferred.
Here's what i've tried:
i tried copying the exact same files on another computer for comparison, the other computer has SSD and it copies normally without fluctuation!
I've read every thread on the matter and it didn't help
i've contacted the seller telling me he has never heard about it
i tried every port: (i have 3.1 external HDD)
external 3.1 HDD to MB (motherboard) USB 2.0 = rate 30mb/s to 1KB/s then goes up then goes down
external 3.1 HDD to MB USB 3.0 = 60Mb/s down to 1kb/s and so on
external 3.1 HDD to MB USB 3.1 = 100Mb/s down to...
external 2.0 HDD to MB USB 3.0 = 30mb/s down to...
Internal SSD to internal HDD and the opposite = 200Mb/s down to 1kb/s
during these transfers i've monitored my task manager:
CPU 3% load Memory 30% load Disk 50% to 70% load, and in my device manager everything is configured properly.
sometimes my explorer.exe crashes if i used any program while transferring data even when i open a folder.
my other issue that i've noticed is that when i extract files from winrar, the whole pc slows down to the point if i open my task manager it would take a 30 sec to open and also it crashes while winrar is extracting very very slowly!

    Hi Barty1884 i did not install the drivers, it was my seller and i assume that he did with the DVD that came with the motherboard, ill paste my device manager here and my system information, hope it helps

  3. Wait.... you *paid* for something and, within 30 days (or so), it's not performing as expected?
    Honestly, I'd talk to the seller.

    The disk that comes with your hardware is (more often than not) extremely outdated by the time anybody actually installs the hardware.
    Latest drivers should be obtained from the motherboard manufacturer's site.

    Thank u for the reply, the seller couldn't find a solution and that i was strange and new to him, he said that he is ready to help in any hardware exchange as soon as i find the problem, actually he was the one who suggested that i ask online and get back to him.
    as for the link i will update the drivers and test the computer, but i was wondering should i update the bios? does this action format my pc? i dont want to reinstall windows

  5. In all honesty, that's crazy - you paid for a service and the seller should be the one to diagnose/fix the problem.

    Updating the BIOS won't format the drive, no - your OS will still be there.
    Generally, updating the BIOS isn't too necessary - unless you're having a problem and it can potentially fix it.
    I wouldn't expect a BIOS revision to be the cause of these symptoms but, I guess, it's possible.


    I'd update drivers first of all, and see if there's any change. If not, then try the BIOS.

    True the seller/service thing is a bit of a mess, bear with me on this one, ill get on the drivers update tomorrow and ill reply afterwards, thank u again for ur help

  7. Hi i have installed the utilities, sata, chipset and audio (i was noticing a bit of issue in sound) and couldn't get vga drivers because they have intel ones, anyway the problem still exist :( anything else i can try?
