ASRock AB350M Pro4 Ryzen 7 1700 Overclock stuck at OC frequency during idle

Need your help on an issue I have with how my AMD Ryzen 7 1700 CPU interacts with the motherboard. I have it set at 3.6Ghz @ 1.15v.

Problem: The core clockspeed is constant at 3.6Ghz even during Windows 10 idle even though the voltage (according to HWmonitor) is reduced from 1.15v to as low as 0.456v. Latest chipset drivers have been installed. Power plan is also on Ryzen balanced w/ minimum frequency at 20%. Despite the clocks being 3.6Ghz, HWmonitor reports the same ~20W idle as 1.5Ghz.

On Intel: I know on my old Intel i7 6700K PC I could choose adaptive voltage once the OC was set and it would cut to 0.800v during Win 10 idle and reduce clocks to 800Mhz. Why Ryzen doesn't do this is confusing.

Is this the fault of the motherboard I chose, the Ryzen CPU; or is this just not supported on AMD?

Lastly, for those who are on OCed AMD Ryzen CPUs, are you running with constant voltage and/or clockspeeds?
