Here's a video of a heavily modded Skyrim at 1080p/ultra that looks like the game had Vsync enabled. It seems to sit at ~60 fps most of the time. And he has a much weaker CPU than the 1200.
I don't have the game, so I probably shouldn't be commenting. But from what I've seen, the 1200/1050 ti should do the job at 1080p on high/ultra settings. Check out other videos for yourself.

  5. Well it's been a while since i played Skyrim. I have the high resolution texture pack installed (DLC) but not the custom mods and stuff.
1080p, ultra, 8x aa,16af, the game runs at vsync at 59.9-60.0fps. Msi afterburner. While recording at 1080p it drops to 40-50fps. The areas with snow or running water are the slowest while being in a room is the fastest. The game looks great and runs nice and smooth. It's not a fast moving game so 40fps still feels fast and smooth in this game.

The GTX970 is a bit faster while the Llano@3.6ghz is likely a bit slower than the Ryzen 3 1200 but overall the 2 systems would be fairly close.
