League of Legends stuttering..

Hello!
I recently re-downloaded League of Legends and whenever I turn Vsync on, the camera is behaving like it was moving at 30 FPS and makes it look like the game is stuttering, while the game tells me it's running on 60FPS. I can turn off Vsync so make it smoother but then when my FPS drops (which happens in every game cause I have some magical issues that's won't go away), It's REALLY noticable when I drop from 500FPS to 90FPS.

This also happens in Guild Wars 2, the FPS says 60 but it doens't look like 60.
It also happened when I tried the game Gigantic, the FPS said 60 but the game was running as 30, but this time it was running poorly no matter my settings.

    CPU: Intel Core i7-6700k Skylake 4.0GHz
    CPU Fan: Corsair Hydro Series H90

    RAM: Corsair Vengeance LPX DDR4 3000MHz 16GB
    GPU: ASUS GTX 1080 8GB
    HDD: Seagate Barracuda 1TB 3.5"HDD

    OS: Win 10 Pro

    Temps: CPU around 50~ degrees and GPU around 60~ degees
    Usage: CPU between 24-26 % GPU : N/A

    did you try different video drivers



    I have tried the oldest drivers for my card and everything up until the newest. Currently I have the newest. I didn't see a difference with the drivers.

    I have ran it before and in there it's flawless, to a degree. FPS does drop sometimes but then it's understandable, but in games here I can just be standing still and it'll mess up.

  9. Geforce Experience adjust settings for your games did you change any settings some people saying uninstalling Geforce Experience gives some different results.


    UPDATE: is your CPU overclocked?

    I don't use Experience, after it forced me to make an account to log in everytime,I uninstalled it.
    My CPU is not overclocked.

    I play at 1920x1080

    Would it also help to know that I have a program that looks over my GPU and according to it the GPU Clock and Memory Clock spike a lot? I have some screenshots that shows the spikes.
