Video output goes black after stress test

I recently water-cooled my rig, and since then my graphics card goes black when it has any load on it.

I've reseated the gpu, the ram and the CPU. No difference.

I've tried checking different power supplies to see if my Vega 64 was getting enough power. Still the same thing.

I've uninstalled and reinstalled drivers.

My temps are fine. With my gpu sitting at 47 and CPU at 67.

I have taken apart my gpu to make sure if the VRM's are being cooled. And put new thermal pads of the right thick to them.

The loop doesn't have any air bubbles.

I tried moving the gpu to the second full length pcie slot. Now the system boots into windows, but when I go to radeon settings it tells me to install a radeon graphics card.

I don't know what else to try besides getting a new motherboard and or graphics card.

Specs:
Ryzen 5 1600 OC'ed to 3.9 GHz
16 gigs Corsair Vengence
Vega 64 stock speeds
MSI PC mate b350 motherboard.
