1080ti at 1080p getting the same FPS at 4k?

Hi people, I'm having issues with my new 1080ti!
It's getting the same/almost the same FPS at 1080p and 4k, I have a screen shot of the usage and it's changing by half? I was under the impression that a 1080ti could get a solid 60fps @1080p when playing the same game at 4k gets high 50's? (vsync is off)

I did a fresh install of the GPU drivers, cleaned it first and have done so twice now with no difference. Changed the power options to high performance and vsync is off

CPU is a 4790k @4.0ghz and 8GB of DDR3 RAM

  1. What is the game that you're playing? By any chance is it Overwatch? Regardless, is the game's graphics settings set to unlimited FPS (frames) or "display based" (native maximum FPS of the monitor)?

    Fallout 4 and the witcher 3, no caps at all on the games and on a 4k 60hz TV. it's dipping into the low 40's at times on both games, then in other less demanding ares at 1080p it'll jump to 120, but even in the demanding ares when it's low the usage is still the same as when it's at 120fps
