Does overclocking the cpu affect pci-e ssd speeds?

Let me get this straight.
with default bios options my samsung 960 evo runs at maximum speeds.
Read 3198(3200)mb/s - Write 1890(1900)mb/s. Its a pci-e gen3 x4 ssd.
all those on an asus prime z270-A with i7 7700k.
When i overclock my cpu the ssd write and read speeds drop.
No matter what my overclock is from 4.5ghz to 4.9ghz(max stable i used) the speeds are the same
Read 2290mb/s - Write 1609mb/s.

Never heard of it before but i want to know does my cpu overclock affects my pci-e ssd speeds?

The pci-e speed is left on auto(100 by default) and blck is also on auto (also 100 by default).

The boards are made to adjust it back.....doesn't work very well, though. At least, in my experience. On several different boards I've tried with my m.2 Samsung 950 pro, overclocking with the bclk starts degrading the drive's performance.
