Computer turns on and off before successful boot

Hey guys so my PC is doing this strange thing where when I boot it up initially it takes anywhere from 5-10 tries. What happens when I press the power button: lights and fans spin up quietly, then power down, then they power up again but this time louder. I have to repeat this a few times until the PC will finally boot. It doesnt matter how long my PC has been turned off, sometimes it happens when its been off for only a few minutes or overnight.
Here are my components:
-i5 6600k
-MSI GTX 970 4GB
-Gigabyte Gaming 3 MOBO
-16 GB RAM
-120 GB SSD
-1TB HDD

  1. overclocked? if so its likely a voltage issue. either for the cpu or ram.

    EVGA 500W, I did order a new PSU to test that
