Having windows event log errors after overclocking, Ryzen 1700x/ASUS PRIME X370 PRO

Hello everyone, I decided to switch to ryzen for the cores. Every game I play feels like it's not smooth, or not as smooth as I think it should be. I'm playing 144hz however but I don't think it should be as stuttery as it is.
Parts list:
Gtx 1070 MSI Quick silver oc
Asus prime x370 pro mobo
ryzen 1700x
samsung evo 850 ssd
h100iv2 cpu cooler
Team dark ddr4 16gb ram
I've kept most of my parts, everything besides the cpu and mobo from my previous build where
was also experiencing a lack in performance. I've never really checked windows event log however, and when I did on this pc I found this:
Performance power management features on processor 15 in group 0 are disabled due to a firmware problem. Check with the computer manufacturer for updated firmware.

There was one error for every core and along with it was the information:

Processor 15 in group 0 exposes the following power management capabilities:

Idle state type: ACPI Idle (C) States (2 state(s))

Performance state type: None
Nominal Frequency (MHz): 3743
Maximum performance percentage: 100
Minimum performance percentage: 100
Minimum throttle percentage: 100

I'm not sure what is causing this but I feel that it's the motherboard? Maybe my ram isn't really good with the ASUS mobos? I had a z270 Asus for intel before I moved onto this ryzen build.
But please let me know what to try, I tested most of my components and nothing seems to be wrong, I tested my ram with the memory diagnostics test, used /sfc scannow. I have my power plan on high performance. I've overclocked to 3.9ghz @ 3.6v w/ ram at 3000 1.35v using DOCP. I'm not quite sure what else to do to increase my performance so I've come to the conclusion that it may just be one of my hardware. While not being tech savvy at all, my logic is that ryzen is extremely new so one of my parts aren't as compatible? i'm thinking ram to mobo? But please let me know what I should do to test, it's stressing me out and I really just want to play the new games out there.

Only happens when overclocking CPU, clocking ram at default cpu speed is fine.
