PC only boots with CPU power unplugged

Hello everyone. I'm having a problem with my PC shutting down seconds after boot up. Just happened randomly one day and has been ever since. Here's what I've done so far:

Checked all cables to be connected.
Reseated CPU, GPU, & memory.
Booted with one stick of memory. All four & combs.
Stripped everything and ran with only CPU & one stick of memory.
Replaced with new CPU, mobo, & PSU.
UPDATE: Reseated mobile & CPU muplite times.

As title suggests the PC only stays on with the CPU power unplugged. I've even used a new CPU power cable and still the same result. Could it be a grounding issue? PC has worked flawlessly for 2 years since last upgrade. Thanks in advance.
