How Z400 workstation motherboard problem

I wanted to get a cheap PC gaming computer so I bought parts off eBay. My build
CPU: xeon x5677
Mobo: Hp z400 workstation motherboard
Ram: 8gb 1333mhz
Gpu: Radeon hd 7850
Psu: 600w coolermaster
I put it all together but it wouldn't boot. Whenever I press the power button, nothing happens. I tried using a screwdriver but that didn't work. Sometimes the psu fan and gpu fan would spin for a second then turn off.
The psu is fully functional. I don't know what the problem is.
If someone could help me out, I'd much appreciate it.

  1. There could be a possibility that the BIOS been updated to accept this chip, which would mean a BIOS flash would be required for the system to accept it.

    I have no other cpus that work with the motherboard. Do you have any suggestions for what I should do?

  3. I got a new cpu so it should work but it turns off for less than a second then stops. Anyone know the reason. It isn't the CPU.
