My motherboard cannot be able to power all the backpanel ports(usb,vga,keyboard,mouse and audio jack not working)

I have ecs g31t m7 motherboard. When I power on the cpu every thing works fine and the monitor also displays the screen but all the back panel ports are not working. So I connected the vga cable through graphic card.
I went the shop they said there is fault in the main chip of motherboard and the motherboard needs to be replaced but I didn't believe them.I think if there is fault in the main chip then the motherboard wouldn't give signal through graphics card also but its working with the graphics card.
Now the usb port, keyboard, mouse, vga and all the ports of back panel are not working.
I don't understand what is the reason.

    No;the ports don't draw enough power. The motherboard is defective and it needs to be replaced.

  4. Have you tried reinstalling all the drivers for the motherboard for whatever version of Windows you have?
    Best to rule that out first:

    If the ports don't work at POST, then reinstalling drivers won't fix them.
