Low internet speed

I have a 20Mbps internet plan with mexican IZZI company; today i came back from my mothers house (where everything worked just fine) to find a max download speed in waterfox and Edge of a 100 Kps

Basically i went from downloading 1G of data in less than 5 minutes to downloading 250Mb in 30minutes plus.
The highest speed i have achieved wan on steam, where it peaked at 12.7Mbps and went down to 2Mbps after that.

Speedtest shows that indeed 100-300 Kps is my max.
I have already run my antivirus (free malwarebytes) twice in my pc, and eliminated any and all threats, currently in the process of DE-fragmentating my drives.
Pls help :,(

Does the package you've chosen have an FUP limit? It's called Fair Usage Policy, whenever you hit the download limit that your ISP provides, the speed falls down to some specified speed called as post FUP speed. I have a 60 mbps connection with 200 GB limit, after that it's 350 KBps. It resets on every 1st of the month or on the day you have installed the connection.

Welp, i just investigated and aparently, IZZI telecom 2 years ago had a 100G cap (not mentioned anywhere, there wa a bit of controversy around that).
Now, in the last month i did download my fare share of games; gta5 and whatnot, easlily going over the alledge d100 G cap, so either my cap is a lot higher now, or its another thing :(

  3. contact your ISP. Whatever is the problem he should either
    1. AT LEAST LET YOU KNOW ABOUT IT
    2. FIX
if you have limit then it should be in papers you signed. If not then call and demand your internet back.
