Asrock ab350m itx not providing power to any components (fans not spinning)

My motherboard doesn't seem to provide power to any components since non the fans start spinning (including the cpu fan and psu fan). For context, I have a r5 1600 with an asrock ab350m itx mobo and a corsair sf600 PSU. When I try to power the motherboard with the 24 pin ATX and 8 pin ATX plugged in, cpu fan connected to fan header, ram installed, and a case fan connected to the psu, nothing happens except the RAM leds turn on. Is this a problem with my motherboard or is there another component I should be looking at? What's the easiest to check that the motherboard is providing power to the components?

    Try testing the board outside the case, only CPU and CPU cooler installed, both 24 and 8 pin power cables connected. No other components/wires/fans.
    Start the board by shortly touching with a screwdriver the 2 pins on the board corresponding to the case power button (check the board's manual for correctly identifying them - PWRBTN and GND).
    See if the CPU fan does spin.
