MSI Afterburner overclock causes speeds to be locked ridiculously low

I overclocked my Asus Radeon HD 7970 GHz Matrix Platinum Edition using MSI Afterburner to 1180MHz core and 1725MHz memory. The problem is: this locks the speeds to 500MHz core and 150MHz memory. As does any other overclock. But GPU-Z still shows the overclocked speeds even though the GPU is clearly not running at those speeds. Even when I hit the reset button the speeds are still locked. The only way to fix it is to restart without MSI Afterburner starting or applying the overclock on system startup. And this isn't just when the GPU is idling. In Unigine Valley I get 45.0 FPS in the benchmark without Afterburner, and with Afterburner I average just 6.7 FPS. Does anyway know why this is happening?
