Gpu Clock at 0MHz!! HELP

Why is my GPU clocked at 0mhz in GPU-Z. But in HWMonitor my clock speed is 200 to 300 which is it suppose be at 1236MHz and Memory 1750MHz.

Specs:

MotherBoard: AsRock 970 Extreme3 R2.0

CPU: AMD FX-6300

GPU Amd Radeon RX 460 Asus Strix

Ram 16gb of ddr3

Psu: Corsair VS650 Power Supply

  5. first of all it is normal for a gpu to decrease clock when it is not needed for power savings, when you stress it it will clock at its maximum frequency.

  6. I know I'm annoying and really mean, but I won't answer this because I'm an Intel fanboy. Just kidding. Not about me being a fanboy though. As most people might know, your GPU doesn't reach the expected core speeds all the time. When it doesn't need it, it slows things down. Fire up a very demanding game and then check the stats. Heck, it even says that the maximum that it reads is the expected stats.
