Can't Overclock at all?

Hey guys, I am in desperate need of help (well, not that desperate, but more of a first world problem). So, whenever I increase my Coreclock or Memory clock on my RX 470, after a minute on Heaven benchmark my screen will go back and will use the base clocks. In games, the game doesn't even use the OC clock, just the base clock. I don't know what to do.

GPU-RX 470
Base Core-1230
Base memory-1640

OC Core-1350
OC memory-1750

Software used-MSI afterburner

I increased my Power limit all the way and have not messed with Core Voltage. Also, my temperatures are not above the limit I have set in MSI (90 C).

Rest of Specs:
i5 2400
8gb ram
2 1tb hdds
EVGA 600 B1 PSU
MSI RX 470 ARMOR 4gb

Any help is appreciated!
